Chicken disease?

My young americonas tail seems to have a diesease the area around where the tail sprouts (sorry for lack of correct wording) It seems you can see the skin and there are blue dots and red dots it looks very wierd and i think the young hen should have more tail feathers its seems to have 3 or 4 or less.

If she is not showing any other signs of sickness or disease, has plenty of space and food and is not stressed, then don't worry, its actually common in americaunas for the feathering around the tail/vent area to be skimpy and weak. My americauna hens have had problems like this off and on ever since they were young, ranging from a small bare spot with follicle bumps showing to a completely bald rear end. However, if she is showing other signs of sickness you should probably call a poultry vet or something...
yes call a vet!
Look up what is called a "french Molt" see if it fits into what you are seeing. I'm not totally sure of what you are discribing, but it could be something other then what you are explaining. There could also be a problem with the preening gland.
