Can newly hatched baby budgies hear?

I suspect they can though I dont know for sure. One because they cheep when in their eggs so that the time of hatching is better coordinated. They also respond to the sound of their parents arrival for feeding even though their eyes are closed until they are several days old. Sorry thats the best I can do.
