He will not choke or anything.

It would probably be ok. Just monitor him to make sure he isn't actually swallowing it or getting wrapped up in it.
This was a question in onme of my forums for making bird toys with. As long as the bird isn't swallowing the pieces of gimp it should be fine. I would make it an out of cage and supervision type toy.
